A federal, web based software application, Automation of Central Excise and Service Tax (ACES) automates different procedures of Central Excise and Service Tax for Assessees and Department, as well as provides complete end to end solution. Assessee can register with Department by utilizing ACES application, as well as can file tax return, track its status, claims & intimations, and receive online messages.
Central Board of Excise and Customs (CBEC), Ministry of Finance, and Department of Revenue’s initiative is e-governance, ACES. ACES application is the Govt. of India’s one of the Mission Mode Projects (MMP) under National e-Governance Plan (NeGP). It contains two parts; one is for Central Excise and other is for Service Tax. Aim of this app is to improve tax-payer services, accountability, transparency, and effectiveness in the indirect tax administration in India.
Members of trade, industry and commerce got advantages from ACES as it is a new reform initiative in the indirect tax department. ACES application was applied across India in stages covering all 104 Central Excise, Service Tax & LTU Commissionerates with all the modules after December 2008, when it was started in the Large Tax Payer Unit (LTU) Commissionerate in Bengaluru. Its aim was to create an optimal equilibrium between enforcement and trade facilitation as well as to encourage a culture of voluntary compliance.
The main motive behind this initiative was to re-engineer the business procedures and change the existing tax administration into a contemporary, well-organized and transparent system. A main change was shown by ACES application in the way by which the Central Excise and Service Tax field formations demeanor their regular business vis-a-vis the Trade & Industry. Manual filing and handling of paper documents have been replaced with e-filing and e-processing of documents.
ACES app covers various Service Tax processes such as Audit Registration, Refunds, Returns, Dispute Resolution, and ST3A. If you want to transact any business with Service Tax or Central Excise Department, then you can use ACES. ACES can be utilized for:
- Online registration and alteration of registration details
- Electronic filing of documents like Returns, Intimations, Claims and Permissions
- Online tracking of the status of applications, claims and permissions
- Online ability to view documents such as Registration Certificate, Show Cause Notice, Order-In-Original, Returns, etc.
How to register at www.aces.gov.in?
New users can register for Central Excise or Service Tax. Statutory registration form such as A1, A2, A3, ST1, etc. are required to submit online to register with the Central Excise or Service Tax department. Visit www.aces.gov.in, select pertinent Central Excise Portal or Service Tax Portal to become an ACES user. Complete the suitable registration form by providing required information such as e-mail ID, Unit Name, Designation, and Phone Number, then submit it and become an Assessee. After submitting the form, you will be provided with a temporary password through email.
ACES users can login for Central Excise or Service Tax at www.aces.gov.in by entering username and password. If you have forgotten your password, then click on “Forgot password” link to get new password.
Assessees should create a net banking account with one of the permitted banks for e-payment. At present, there are 28 authorized banks. Only assessees for select Commissionerates can make payments through ICICI Bank, HDFC Bank and Axis Bank.
How to pay Excise Duty and Service Tax online?
Visit www.aces.gov.in, click on the e-payment link and you will be directed to the EASIEST portal at https://cbec.nsdl.com/EST/. The department under erstwhile SACER/SAPS or the current application ACES allot 15 digit-Assessee Code that will be needed to enter to pay Excise Duty and Service Tax online. If your code is valid, then enter name, address, Commissionerate Code, etc. The Central Excise duty or Service Tax will be mechanically chosen on the basis of Assessee Code.
You need to choose the type of duty/tax by clicking on “Select Accounting Codes for Excise” or “Select Accounting Codes for Service Tax”. You can select up to six Accounting Codes at a time. Select the bank through which you want to make payment. After that, a confirmation screen will be displayed; if you verify the entered data in the screen, it will be directed to the net-banking site of the selected bank. You need to login to the net-banking website with the user ID/ password and enter payment details at the bank website. A challan counterfoil will be displayed that contains CIN, payment details and bank name through which you made e-payment on successful payment. This counterfoil is evidence of payment made.
